btw, try to use some thing like :
Source1: http://ftp.mozilla.org/pub/mozilla.org/mozilla/releases/mozilla1.6/contrib-localized-builds/mozilla-i686-pc-linux-gnu-1.6-frFR.tar.gz
Here the package works great with LANG=fr_FR .
