selinux disabled in new kernel

i just upgraded to the latest rawhide, including kernel-2.6.6-1.394 and
selinux-policy-*-1.13.1-1 among others, and when i reboot selinux is no
longer enabled.

dmesg shows the following lines:
    ...
    Calibrating delay loop... 1708.03 BogoMIPS
    Security Scaffold v1.0.0 initialized
*** SELinux:  Disabled at boot.
    Capability LSM initialized
    Dentry cache hash table entries: 32768 (order: 5, 131072 bytes)
    ...
however, my boot line was:
    kernel /vmlinuz-2.6.6-1.394 ro root=/dev/mapper/Volume00-Fedora
and /etc/sysconfig/selinux and /etc/selinux/config both contain:
    SELINUX=permissive

if i boot back into kernel-2.6.6-1.381, then selinux seems to get
initialized correctly.
