Sounds similar to what we have in Germany for some years now.
Everyone seems to ignore the new legislation so far. The federal gouvernment
itself ships a Linux Distro that contains "john", a password cracking tool
that would be considered illegal by the same law that outlaws owning tools
that could decode CSS.
