I don't have a Rawhide install handy here to check unfortunately, but
the system-config-* tools are all run as root, right? Definitely in FC2
they follow root's preferred applications and not the current logged in
console user's. (This means that they default to Mozilla, but by
changing root's preferences I can e.g. get Firefox instead.)
