The example does not violate that (e.g. think of using MySQL
vs. PostgreSQL where MySQL is the default option). Or, there are lot of
rpms with BuildRequires: influenced by the content of
/etc/redhat-release...

I just said that BuildRequires: must not be determined by the header of
the src.rpm package.
