Yes.

There is much common ground between the exim.org rpms (which I used to
maintain) and the RH ones.  Both Tim Waugh and I have unashamedly stolen
rpm spec features from each other in the past.  The main difference is
that the FC/RH rpms do a single set of feature support tailored for
whats available on FC by default, and the exim.org ones have flavours
for different databases etc.

No idea why - exiscan has been in for a year or two.  Certainly before
exim went into FC (was previously in rawhide for RHEL).
