FC3 -> FC4 Upgrade? (was Re: reducing distribution CD count)

If there was an extra branch synched with rawhide and if all the packages
dumped from rawhide these past days were to appear there at lot of people
would feel less nervous.

It's not as if these packages need special work - they were already
working in rawhide before.

FC3 extras are more difficult - they never were synched with devel so all
their problems will need to be fixed at once (which also means it might be
a good idea to keep and extra devel branch dogfoodable at all times if we
even want extras to be released as the same time as FC in the future)
