Nah, convoluting install vs upgrade mode behavior changes into
"missingok" would
make everyone's head hurt. Certainly gives me a headache ;-)
Nice and KISSy, "missingok" is a "optional" edge in a dependency graph
until the
depsolver guys catch up ...
