I think the Bug should be re-formulated into an RFE based on Axel's 
Provides(noupdate): foo syntax.  Or, maybe Provides(virtual):, or 
something.

But, this is definitely the first hurdle to jump over, then a more 
well-rounded discussion on a method for soname rpms can be more 
effective.
