openssl-devel depends on e2fsprogs-devel ?

All,

Just did "yum install openssl-devel" and was surprised to find out that it 
depends on e2fsprogs-devel.

On the surface, this doesn't make sense to me.  Anyone in the know care to 
explain why?  Is this a case of a dependency that should be removed?
