Generally thats the procedure but sometimes the older API might be brain
dead and one cannot sanely extend it or build on top of it. So
deprecating the older API and creating a new one is an option to retain
binary compatibility. Pre GTK 2.6 file dialog API vs the newer one is a
example of the latter.
