Which part of the process do you mean here? The legal-issue check seems
to be the only item which can be skipped.

When a package sat in Fedora Core, this does not mean that it come into
Extras without a review. Often, the Fedora Core packages are having a
horrible quality which can not be accepted for Fedora Extras.
