I assume the two hundred and seventeen duplicates were caused by a
malfunction of the left mouse button.
In this case, double-click protection would have done the trick, i.e.
generate a token when generating the initial form and only accept the
first submission of the form with that token. Or search for existing
bugzillas with identical text upon submission.
