I think David means doing it from a local mirror. Download rawhide to a spare machine and you can install over NFS. There are certainly cases where mirroring rawhide is prohibitively expensive, but it is certainly a viable option with disk space and bandwidth to spare.
My own preference is to pull the ISO directly to the local HD and eliminate even networking as required hardware for installation.
