Basically.

But this then requires doing all of the work to handle the case of both
as well as breaking any sort of upgradeability.  Plus, the testing will
then largely end up on what's not shipped.  Which isn't really what you
want.  Not to mention the last minute name switcheroo (which was quite
nearly a disaster before FC5 :-)
