What you propose would become the new Extras - there would be "official"
and "unofficial" where currently there's "Core" and "Extras".

There's no reason to ban inclusion of e.g. a new game to the
repositories UNLESS it's not obsoleting something already in.

So I'm for a policy:
- update to new versions of existing packages if there are serious
reasons (severe bugs, security fixes),
- add new packages provided they don't get installed automatically on
users' computers.
