hsqldb's long-standing packaging bug

hsqldb has some trivial packaging bug that's been untouched for ages.
Alas, we Extras maintainers can't currently touch Core packages..

Could someone step in and fix this? For some reason it's currently
assigned to someone who's not a Core developer judging from the email
address.
