I say leave it as it is, or, if you're really concerned about it, do a simple
echo in %post, like:
if service rsyslog status
then
	echo rsyslog is installed, but not running, you may want to start it
	echo manually, typing: service rsyslog start
fi
...or something. This way the text-mode yum upgraders will see it and GUI
users aren't real sysadmins needing a logger anyway :)
