Packaging committee is indeed not the role ruler. The reason why they are called guidelines instead of rules is precisely because there is sometimes a need for exceptions and to give freedom to the package maintainers. However individual package maintainers completely disregarding the guidelines in a arbitrary way is going to be pretty messy.

If there is a justification to deviate from the guidelines it should be brought in fedora-maintainers list. The guidelines might need to changed to accommodate requirements the packaging committee hasn't thought of before or in some corner cases a specific package needs to have a exception which should be documented within the spec file itself. Can you do this?
