Please stop cross-posting. fedora-devel is the right list for the
merge. There is way too much cross-posting on fedora related lists.

The Wiki page about the merge covers the new repo layout. If I were you, I
would not delete extras-devel, but merge it with rawhide when the repo
merge is done. Since that is what has happened in koji already [*], you
will save yourself downloading/rsyncing lots of old packages again.
[*] koji keeps a copy of every built package, and kojira constructs full
repositories from all packages based on tags. In koji, core and extras
are merged already. It's the public repository that's missing.
