I cannot check this package soon because I don't usually use KDE
(so I don't have kdebase-devel installed), however as this uses
scons, perhaps the method like "aqsis" I reviewed (already imported
into Fedora Extras) can be used to honor RPM_OPT_FLAGS (i.e.
checking the spec file of "aqsis" may be useful for you)
