Dr. Pangloss from  Voltaire's Candide. His best known phrase is:

"All is for the best in the best of all possible worlds"

He was the quintessential optimist to a fault. Even while being
arrested, tortured, natural-disaster-struck, etc. He would constantly
say that all is for the best. Candide could comfortably be considered an
early example of satire and a classic of western literature.
