This seems not to work, I build a local pm-utils package, that obsoletes the
older one:
# rpm --obsoletes -q pm-utils
pm-utils < 0.99.4-3.fc7
# LANG=C smart upgrade
[...]
Upgrading packages (1):
pm-utils-0 99 3-6 fc7 i386
Downgrading packages (1):
pm-utils-0 99 3-6 fc7 i386
