Live installer shows messages always in English even another languages are
chosen by gdm-simple-greeter's language chooser.
Anaconda choose a language by LANG environment, and it's based on it's own
language table. Anaconda recognize "ja" or "ja_JP.UTF-8", but dosen't
recognize "ja_JP.utf8" which gdm-simple-greeter sets.
