Meeting minutes and full logs of the packaging committee meeting which

Executive summary:

No new guidelines and no votes this week.  Instead we discussed issues
relating to some early explorations of possible packaging
harmonization with SuSE, and talked about some issues surrounding the
issues of wiki ACLs covering the Packaging/ pages.
