Where are the boot.iso images for the fedora deveolpment repo?

I believe that's a bug. There is a message saying it can't load the stage 2
file, but that is not what is really happening. I checked my logs and the
fetch of the stage 2 file got a 200 response. Switching to a vt after the
message shows that there was a problem mounting something.
