There's a difference between

   foo : Foo is a ...

and

   foo : Clients and shared libraries for Foo

in particular for sub-packages and big package splits.

In other words, _starting_ the summary with the program name should
be avoided. Especially in Anaconda (but also other lists of packages)
where the N-V-R is displayed and cryptic already, it is much more readable
to present a summary that starts with what is contained within a package.
