Bug in fedora 10 beta installer, but what package to file against?

Hi,

I'm currently trying to install fedora 10 beta on my f8 desktop. The
first bug I encountered was a file conflict between
system-config-firewall and system-config-firewall-tui which both want to
bring in system-config-firewall.mo. Clearly a bug, but who shall I
blame? system-config-firewall system-config-firewall-tui, anaconda or
even the new rpm?
