I think policykit introduces some really ugly issues issues here - or at 
least if it works the same as in ubuntu in terms of giving unwarranted 
privileges to console sessions and requiring a console session to use 
the GUI admin tools if you don't log in as root.  You could use VNC or 
NX/freenx session shadowing with an already logged in console user 
session, but that's not exactly right for administration since it might 
really be an unprivileged user sitting there.
