This is maybe the point where prohibiting tagging with existing tags
makes sense: if there is an ongoing build of that tag or a successfully
finished one. From my armchair POV, it should be technically possible to
let CVS check for this and only prohibit tagging with a specific tag if
one of these conditions is given.
