No -- the live install just copies the filesystem that's used from the
live image to the target disk.  And since the source filesystem is
ext3 ...

While you could then enable extents, you're not going to get most of the
advantages until all the files are rewritten

This had been filed with Fedora 9 and I actually got around to fixing it
up yesterday
