Getting rid of /usr for F12?

Aside from any "religious" debate, there's a practical problem: last
time anything like this was tried, rpm couldn't handle moving
directories to symlinks.  That's why init.d is still under /etc/rc.d
instead of just /etc (and /etc/init.d is a symlink).
