Make upstream release monitoring (the service formerly known as FEVer) opt-out?

It was decided on todays FeSCO meeting, that the service will stay to be
opt-in. The full discussion is available at:

Eventually, it will become possible to opt-in as a packager and not only
with some package. Then for every package that the service can monitor,
you will receive notifications.
