You didn't list any reasons for needing an exception in either your message
or the ticket. I am not on FESCO, but I don't think that exceptions are
granted solely on the basis of something being bundled upstream.
If you want to use a ticket specifically to bring something to FESCO's
attention (for a meeting topic), then trac is probably a better place
than bugzilla to file it. You can start at https://fedorahosted.org/fesco/wiki
to file a ticket for them.
