I don't know how you would do it in a submission request ticket, but
if an existing contributor signed off on the submission from a new
contributor, that sign off should be enough to get the build going.
Such a signoff mechanism would hold that existing contributor
accountable if it was a problematic build.

That way, existing contributors could work on the submission review
proactively with a new contributor to get things in shape for an a
binding sponsorship review without blocking on a sponsor to do all the
interaction with the new contributor in getting the the packaging
cleaned up.
