F10 and no root login - impossible to maintain systems!

Sure they will.  They just won't be doing it via a GUI, unless they
first change the default in the gdm pam config -- which is trivial for
someone that is capable of fixing your linux system.  Even more likely
is that they won't see any reason to login to a full desktop session
as root to perform such maintenance.
