I had that problem for several weeks, except that the system seemed to think I 
had a US keyboard and I had to set it to Swedish on each login. The first 
thing I did was to check if there was a system-config-keyboard. There was, 
and it did the job, so I never looked for a KDE tool. (It might have been a 
bit difficult if I hadn't known to press [+] to type "-".)

The problem seems to have gone away about a week ago.
