I don't know how much it happens for Fedora, but for MDV, there are
significant communities in countries with mainly slow internet
connections, where one person who had a fast connection through work or
an education institution or something like that would download the
images, and burn and distribute copies to many other people.

Sometimes I even shipped out copies of the MDV live CD to such 'seeders'
in places like this myself, who would then duplicate them for dozens of
other people in the country / city / whatever.
