If you feel motivated enough, modify repodiff from yum-utils. That's
the tool that creates one half of the rawhide report. It would be easy
to make it sum up the new/updated/removed packages in a more readable
way at the top above the changelog diffs. Note, however, that such a
change might not match some people's taste.
