Update Translation Quick Start Guide

Hi,

As many of you knows, we are actively working on severals tasks to 
improve our project. http://fedoraproject.org/wiki/L10N/Tasks

To make new/existing translator's life easier, Translation Quick Start 
Guide is also to be updated according to those changes. So that the task 
page has now been created to gather information.

Now we need your help. Please visit the page and add any information,
