Providing a tarball of the "nochunks" document is something easy to
provide, which I can do forthwith.  That's not a great solution to the
problem, though, especially not compared with a PDF-based solution.

We have wanted to turn out PDF copies of our documents for some time.
FOP after a couple of years is _still_ not ready for use, and there may
be some licensing considerations with it as well.  We've already looked
into how KDE produces their docs, and it is a wonky toolchain that has
too many glaring problems[1] to consider as a solution.

Apparently libcairo has some sort of programmatic PDF rendering ability.
The python-reportlab module may be of additional or alternate use.
However, there is no one on this project with the requisite combination
of time and programming skills to "miracle" this into working.  IIRC we
tried to have a GSoC'er for this very project this past summer and it
wasn't approved.  Elbow grease would go a lot further than forwarding
emails.
