"Managing Permissions" converted to XML

Hi,

I have converted
<http://fedoraproject.org/wiki/Docs/Drafts/AdministrationGuide/Permissions>
to XML. If anyone wants to do anything with it...

1. Request membership to
<https://admin.fedoraproject.org/accounts/group/view/git-managing-permissions>
2. "yum install publican publican-fedora git-all". The current
Makefile for the book only works with Publican as shipped with Fedora
9 and 10.
3. read only: "git clone
git://git.fedorahosted.org/managing-permissions.git". commit changes:
"git clone ssh://<username>@git.fedorahosted.org/git/managing-permissions.git"
(I have not tested the later. The syntax may be wrong.)
