publishing documentation in Fedora

Hi,

Two questions:

1. Is there any documentation on the procedure for having
documentation published in Fedora, for example, hosted on
<http://docs.fedoraproject.org/>?

2. To get documentation in there, do I have to use the fedora-docs
toolchain to make the RPMs?
