How to translate release-note

Thanks for pick, it is my bad.
I should said "some translators" instead of "I". I just wanted to notify 
it Docs team. That is all. So the answer is 'no', for Japanese as you 
know no one start translation yet, but we are waiting for the 
translator's reply who worked for F9 rel-note.
