Add a simple errata system for Extras.

This module contains the needed bits for Fedora Extras errata creation.
The system is designed to use the atomicness CVS gives us. Since CVS is not
actually atomic, we rely on a single file (current_id) to provide us with our
atomic information.
To use the system simply run the 'errata-gen' command. It will generate a
blank errata in the errata directory based off the file errata/template.txt.
Any changes made to this file will affect all future errata.
This errata, once filled out and approved should then be mailed to the
fedora-package-announce redhat com It will have to be approved by one of the
list moderators (fill in list moderator names here).
