Ah, you've cleaned up and imported udunits.  Thank you!!!

So I just tried the following:

  export CVSROOT=":ext:edhill cvs fedora redhat com:/cvs/extras"
  cvs co rpms/udunits
  cd rpms/udunits/devel/
  make

and got:

  curl: (22) The requested URL returned error: 404 
  make: *** [udunits-1.12.4.tar.bz2] Error 22

on two different systems.  Am I overlooking something obvious?

And if not, how should I try to diagnose whats wrong?

ps - Yes, I did update my account and get a certificate per the 
     recent mail from Elliot.  I *think* I did that correctly, but
     then I'm not really certain...
