GNU TLS and OpenSSL support in libetpan are "either or", so when
it's built --with-gnutls, openssl-devel is not needed.
https://bugzilla.redhat.com/164934 -- libgnutls-openssl contains
undefined symbols. We have an external libtasn1 in Extras and could
use it for an ugly hack. But I believe this ought to be fixed in Core
instead. The first response from the Core packager was discouraging.
