I would agree with that simple solution.

Try telling Disney that all their deviative works from public domain
material are still in the public domain and see how far you get.

The original material will still be under public domain but public
domain says nothing about derivative works.

The GPL does and if someone wants to cover their derivate works under a
licence other than public domain then it seems that they can ... and
usually do.
