An overhaul of the interim new package process is in the Wiki now.

I've also removed instructions, which are covered by other Wiki pages
already, e.g. "UsingCvsFaq", "BugzillaAdmin" and "CVSSyncNeeded". If those
pages need a better explanation, the particular page that is unclear
should be improved instead of trying to squeeze everything onto the
NewPackageProcess page.
