Review request: snort

Yeah it's that time again...we've been busy getting the snort.spec
updated for the new 2.4 release and wanted to run it by you guys to see
how far off you think this one is.  

There is still some debates going on within the snort/sf teams about
what to do with rules/signatures, so far now we're planning the old way
until something is pinned down.
